I also don't use scrolls apart from those of J'zargo for the obvious reason. I have made more than scrolls while I just used less than 5. Tried to learn how, now sell all, usually help build speech perk. Theoretically, scrolls could be useful when you're at the stage where high level spell tomes aren't available yet. Although, high level scrolls are presumably also rare during those lower character levels, so It'd be a bit different if everything wasn't damage orientated and stuff like picking locks was still actually hard well, relatively speaking, anyway.
